Execution of Work

1. Supporting the Society in the process of selecting and finalizing a civil contractor to execute the Repair Works at the Society Buildings. This encompasses the empanelment of potential contractors, the preparation of draft tender documents, the issuance of the tender to solicit bids (the agency will cover the expenses for paper advertisements and retain the tender fees), the techno-commercial assessment of proposals, assistance in negotiations, and recommendations for the awarding of contracts to the chosen contractor.

2. Preparing contractual documents and work orders for issuance to the civil contractor.

3. Designate a single point of contact from the Consultant to serve as the project manager and assign a full-time supervisor who will be exclusively responsible for overseeing the execution of the work.

4. Develop a comprehensive execution and implementation plan for the repair and painting activities at the society buildings. This plan should encompass resource allocation, storage solutions, security measures, safety protocols, a work execution schedule presented in a bar chart format, a cash flow analysis, a quality assurance plan for the work, procedures for material receipt and storage, material inspections, and stage-wise evaluations of the work, along with any assistance required from the Society.

5. Oversee, manage, and monitor all activities conducted by the appointed contractor to ensure compliance with the specified standards and technical requirements. Facilitate coordination among the Society’s authorized representatives, the contractor, Society office bearers, third-party entities, and other agencies involved in the repair and painting projects at the society buildings.

6. Exercising oversight through administrative, technical, and financial controls over the projects undertaken by the civil contractor.

7. Assuming complete accountability for the safe execution of all tasks in accordance with specifications, ensuring the highest quality and standards are met, while achieving completion within the agreed timeline and budget, or obtaining written consent from the Society for any reasonable deviations from the cost estimates.

8. Developing and enforcing safety protocols to guarantee the safety and structural integrity of the buildings undergoing repair and painting, as well as the safety and health of the contractor’s personnel, residents, staff, visitors, and the materials and equipment involved.

9. Formulating and executing quality assurance plans and procedures that encompass checks, inspections, documentation, material testing, and collaboration with paint suppliers and their technical experts to ensure superior workmanship and project quality. Approving samples of various materials intended for use in the project to promote cost-effectiveness and minimize material waste.

10. Creating and implementing procedures for material handling and storage, which include the receipt of materials from suppliers, verification against dispatch documents, maintaining accurate records of materials received and utilized, and ensuring proper storage and handling practices.

11. Overseeing the advancement of work and conducting biweekly review meetings with the contractor and the Society’s designated representatives, while providing progress reports that include planned objectives, actual progress made, identified concerns, necessary remedial actions, and the initiation of relevant measures.

12. Providing guidance to the Society on all matters that impact the effective and timely completion of projects.

13. Offering counsel to the Society concerning insurance policies and other contractual issues related to the contractor’s performance.
